Jessica Boatright
Jessica Boatright is a proven community development leader with over two decades of experience in affordable housing, strategy, and innovation. Most recently, she was the Head of Business Development & Strategy for Reframe Systems, a Massachusetts-based design-build offsite construction company dedicated to creating attainable, resilient, and high-performance housing solutions. In this role, she grew a pipeline of over $225M in resilient homes across New England and California.
From 2018 to 2024, Jessica led Neighborhood Housing Development at the City of Boston Mayor’s Office of Housing, overseeing the creation, acquisition, and preservation of over 5,000 homes. Previously, she held executive and real estate development roles at Dorchester Bay Economic Development Corporation and 2Life Communities, where she directed preservation and new construction of multifamily and commercial properties, and oversaw strategic planning, organizational design, and policy. Earlier planning and affordable housing roles in Massachusetts included the Department of Housing and Community Development and Concordia, LLC.
Jessica holds a Bachelor of Arts in Public Policy Analysis and Anthropology from Pomona College, a Master in City Planning and a Certificate in Urban Design from MIT, and completed the Coro Public Affairs Fellowship in Los Angeles.
